Competitive bidding is most commonly employed by government agencies around the world, who are required by law to open all contracts to bid on a regular basis and award contracts to the lowest bidder. This is done to ensure objectivity in purchasing decisions. It makes it more difficult for the supplier to demonstrate value or quality benefits that could justify a higher price. To be
competitively priced, the provider must attempt to foresee how competitors will bid.
