- This study aimed to determine the effectiveness of Public Procurement and Disposal of Public Assets Act (Chapter 22: 23) on ensuring effective public tendering: The case of Rural District Councils of Zimbabwe. In order to achieve the objectives of this study, a mixed research design was employed whereby both qualitative and quantitative approaches were used. A sample of 35 Rural District Councils selected from a population of 60 RDCs was used for collection of data. Descriptive statistics were run using SPSS version 22 to tabulate and analyse the hypotheses given in this study. A pilot study was conducted by the researcher to determine the reliability and validity of the research design and instrument which were used for data collection. Chi-Square tests were used to determine the direction of relationship between the PPDPA Act and effective public tendering. The study found that PPDPA Act (Chapter 22: 23) is effective on ensuring effective public tendering in RDCs of Zimbabwe. The study found a Pearson Chi-Square of .000 and Cramer’ s V of .745 which enabled H2 to be accepted. The study found that the PPDPA Act’ s effectiveness is not 100% since the responses to each of questions on the research instrument was never 100%. The study concluded that the PPDPA Act (Chapter 22: 23) is effective on ensuring effective public tendering but with some loopholes which have to be adjusted for better results. The study in summary recommended the amendment and elimination of some sections of the Act that are affecting the 100% effectiveness of the Act on ensuring effective public tendering. The study made a recommendation to policy makers to amend some sections of the Act and that the government must boost financial support to RDCs of Zimbabwe.
