- Abstract
- This essay aims to identify the difficulties the Parirenyatwa Group of Hospitals encounters when procuring goods and services. The research problem is focused on public institutions like public hospitals that are frequently burdened with a duty to offer quality and economical health care services to its clientele, who are mostly made up of the general population. Public hospitals in Zimbabwe are expected to deliver high-level, high-quality care in order to post positive performance results. In order to do this task, appropriate procurement procedures are required. This study used a descriptive case study research design. The procurement committee, non-managerial employees, and top management made up the study's targeted group. The study used a sample size of 50 employees and a stratified random sampling technique. Interviews and structured questionnaires were used to gather the data. The analysis of quantitative data involved reviewing the accuracy and completeness of all submitted surveys. Textual presentations of qualitative data were then examined. Descriptive statistics were used to examine the data, including frequency distributions and percentages, and tables and graphs were used to display the findings. The study was able to prove that there are other obstacles that public hospitals encounter in the procurement of goods and services, in addition to those related to fraud, corruption, and political involvement. The study recommended that Parirenyatwa Group of Hospitals establish efficient internal control systems so that the risk of procurement malpractice is eliminated, educate and regularly provide advanced training to the procurement team so that they will not lose their skills and also reduce the risk of failing to notice errors so that malpractice can be eliminated, and use legal deterrence as a way to reduce the difficulties in the procurement of goods and services. The study draws attention to a number of issues, such as outdated and weak policies and procedures, a lack of accountability and transparency, the inability to carry out necessary reforms, a lack of managerial and leadership skills, the awarding of contracts to unqualified service providers, and service providers' fabrication of information and failure to deliver. It was advised that future studies concentrate on how difficulties in procuring goods and services affect the effectiveness of public hospitals.
