This study investigates the effectiveness of devolution funds in achieving sustainable development at the Bindura Rural District Council (BRDC) in Zimbabwe. Devolution, defined as the transfer of authority and responsibilities from the national government to local authorities, is critical for fostering local governance, enhancing service delivery, and promoting public participation. The research addresses the development projects funded by devolution, the challenges encountered, and the impacts on sustainable development. A qualitative and quantitative research methodology was employed, utilizing interviews and questionnaires targeting BRDC staff and residents within Makaya, Tarlington, Chireka and Manhenga. Findings reveal that devolution funds have positively impacted the BRDC through infrastructure projects, including schools, clinics, roads, and boreholes. However, challenges such as insufficient funding, economic inflation, limited public awareness, and procurement delays hinder the full realization of sustainable development. The study underscores the necessity of enhanced community engagement, increased funding, and streamlined procurement processes. In conclusion, while devolution funds significantly contribute to local development, addressing the highlighted challenges is essential for optimizing their impact. This research contributes to the broader discourse on local governance and sustainable development, providing insights and recommendations for improving the effectiveness of devolution funds in Zimbabwean local authorities.
