- Abstract
-
This study examined the role of information and technology (IT) in reducing flood risk in Chadereka Ward 1, Muzarabani. It examined the types of Information Technology (IT) tools that the residents of the community are currently using or are familiar with, with the goal of identifying gaps and opportunities. Furthermore, the study evaluates the effects and challenges to IT adoption for flood risk management. Questionnaires and key informant interviews were used to collect data. The findings show a strong dependence on traditional media such as radio for flood warnings. While cell phone notifications are available, there is limited awareness and adoption of advanced IT tools. The study emphasizes the potential benefits of IT, such as greater early warnings and preparedness, which leads to reduced loss of life and property. However, issues such as limited infrastructure availability, a lack of digital literacy, and economic barriers prevent widespread implementation. Cultural preferences for traditional communication methods should also be considered. The study underlines the need of “enabling elements” such as network coverage, local IT skills, and cost-effective IT solutions. It finds that efficient IT-based flood risk management necessitates a multifaceted approach that addresses access barriers, promotes digital literacy, and integrates conventional communication methods with IT technologies, resulting in a more resilient community.
