Abstract
-
This research focused on the sustainability of post-cyclone Idai recovery strategies used by stakeholders in Chimanimani District, specifically focusing on Ward 15. The research examined both negative and positive recovery strategies. Cyclone Idai, a devastating natural disaster, struck the region in 2019, causing widespread destruction and loss of life. In the aftermath, various stakeholders, including government agencies, NGOs, and local communities, implemented recovery strategies to address the immediate needs and support long-term rehabilitation efforts. Recovery strategies were examined in categories for instance social, economic, environmental and political strategies because these are also sustainability pillars. To provide answers for the following objectives; establishment of cyclone Idai impacts in Ward 15, identifying recovery strategies used by stakeholders post cyclone Idai and examining the sustainability of those recovery strategies, snowball, convenience, stratified and multi-stage sampling methods were used to select the research subjects for sample selection and population. A total of 30 questionnaire-interviews were administered to household heads and 10 Key informants interviews (5) for Government stakeholders and (5) for NGO stakeholders. For authenticity focus group discussions and photo visioning guides were also implemented as data collection tools. In-order to give meaning to the data descriptive and inferential statistics was used to analyze the data together with tables, pie charts, graphs, content quotes and photographs for its presentation. The findings showed that people were traumatized, infrastructure destroyed, an increase in deforestation and conflicts, with these impacts falling under social, economic, environmental and political categories respectively. Findings also showed that both Government and NGO stakeholders addressed these impacts through counselings (social), rehabilitation of infrastructure (economic), planting of trees (environmental) and stakeholders collaboration (political). However in as much as the impacts were addressed majority of respondents were not satisfied with economic, environmental and political recovery strategies used, as the majority confirmed that some of the strategies were not even implemented. Its because of the partial implementation, failure to implement that these strategies addressed short term challenges leading to moderate sustainability being highly rated. Recommendations goes to the Government, and NGOs to implement strategies that are long term focused, implement monitoring and evaluation because these techniques foster sustainability as well as considering investment towards evacuations of people to safe places before disaster because the budget needed to prepare for disasters is less than the budget required for restoration after damage. Stakeholders are also recommended to alter policies in order to implement sustainable recovery strategies because they foster achievement of Sustainable Development Goals. Recommendations also go to the community, to cooperate during disaster warning phases.
