- Abstract
- The delivery of health services and the public financial management system are the most useful metrics for measuring how well the government is performing. Understanding how public finance management systems affect the provision of health services may help to increase caution and, in the long term, resolve the paradox in the health sectors. The study sought to assess the effectiveness of public finance management system in providing health service delivery at Bindura provincial hospital. The study aimed to attain the following objectives: to find out how PFMS had helped in improving the quality of health service delivery, to check on the existence of internal controls in this system and the extent to which they are adhered, to check on the effectiveness of PFMS as a budgetary control tool, to identify whether PFMS should remain a permanent feature in the government. Descriptive study was used in this study. The targeted population was 40 employees at Bindura provincial hospital (BPH). The sample was made up of twenty-five participants conveniently selected and judgmental sampling method was used. Questionnaires and interviews were used to ensured reliability and validity. Likert scaling was used with 25 respondents, results were presented in graphs, charts and tables. The results indicated that public finance management system had a positive effect towards service delivery also showed that internal controls had a positive impact in the system and Bindura provincial hospital had managed to control its expenditures through the public finance management system. The study made the following recommendations. First, the government must ensure that accrual accounting is a cornerstone of the PFM system as a whole in order to present a complete financial picture. Second, adopt a whole-systems approach to improve inspection and develop a good reformation plan.
