- An Assessment of Logistics For Disaster Risk Preparedness In Disaster Risk Reduction. Case of Chimanimani District, Cyclone Idai.
- Abstract
- Effective disaster logistics management is a critical component of comprehensive disaster risk reduction efforts. This study examines the disaster logistics strategies and preparedness capabilities in Chimanimani District which was significantly impacted the Cyclone Idai of 2019.The research had three key objectives the first one being to examine the disaster logistics strategies being implemented for preparedness in Chimanimani district, the second one being to conduct a comprehensive assessment of the existing disaster logistics and preparedness capabilities in the district and the last being to determine the factors that enhance the effectiveness of disaster logistics in preparedness and disaster reduction in Chimanimani. Through a mixed-method approach, the study gathered data from relevant stakeholders to evaluate the district’s performances across different logistics components, including needs assessments, procurement, warehouse management, transportation and fleet management and distribution management. This study's data was gathered through interviews, focus group discussions (FDGs), structured and open-ended questionnaires, and direct observations. Semi-structured interviews were conducted with the designated stakeholders to gather feedback on food security, challenges encountered, and opportunities for improvement within the irrigation project. The findings indicated that the district exhibited uneven levels of preparedness, with strengths in some areas but significant gaps in others, such as needs assessments, procurement and transportation. The study also identified challenges in communication, coordination and operational readiness highlighting the need for targeted capacity development and a more holistic approach to logistics planning. Stakeholder perceptions provided valuable insights into the perceived effectiveness of the district’s disaster logistics efforts which can inform future improvement strategies. Based on the comprehensive assessment, the study offers a series of recommendations to enhance the disaster logistics preparedness and resilience of Chimanimani district. These include strengthening coordination mechanisms, improving operational readiness, investing in capacity building and fostering greater stakeholder engagement. The findings of this research can contribute to the broader understanding of disaster logistics management and inform the development of more robust disaster risk reduction strategies in similar contexts.
