- Abstract
- Devolution has been widely promoted as a governance strategy to enhance local development, improve service delivery and empower communities by decentralizing decision-making and resource allocation. This study examines the effectiveness of Zimbabwe’s devolution policy in addressing community challenges, with a specific focus on Marondera Rural District Council. The research assesses the extent to which devolution has improved service delivery, promoted local participation and enhanced socioeconomic development in the district. Using a mixed- methods approach, the study collects data from local government officials, community members and other stakeholders through surveys, interviews, and document analysis. Findings reveal both successes and challenges in implementing the devolution policy, including issues related to funding, capacity building, political dynamics and community engagement. The study concludes that while devolution has the potential to address local challenges effectively, its success depends on adequate financial support, institutional capacity and inclusive governance structures. Recommendations are provided to enhance the effectiveness of devolution in Marondera and similar rural districts.
