- Abstract
- This research examines the efficacy of devolution as a poverty mitigation strategy for rural development in Buhera, Zimbabwe, as mandated by the 2013 constitution. Despite its potential, Buhera continues to grapple with significant socio-economic challenges, including inadequate infrastructure and limited economic opportunities, exacerbated by the slow implementation of devolution and economic instability. This study addresses the research questions: the impact of devolution on poverty reduction, the challenges hindering its progress, and the opportunities for strengthening its role. Utilizing a mixed-methods approach, the research investigates the disconnection between policy and practice, focusing on resource allocation, local governance, and community engagement. Structured questionnaires and semi-structured interviews were used to ensure a robust understanding of the research topic. The research design selected for this study combined cross-sectional surveys and qualitative case studies. The study also used decentralization theory. Findings reveal that while devolution holds promise, its impact is constrained by insufficient funding, resource mismanagement, and economic volatility. To address these constraints and enhance the efficacy of devolution, the study recommends: Enhancing Community Education Programs to increase awareness and participation in local governance, Improving Access to Resources through transparent and equitable distribution mechanisms and Fostering Partnerships with NGOs and Government to leverage diverse expertise and funding. Ultimately, this research aims to provide actionable insights for optimizing devolution to effectively combat poverty and enhance the quality of life for Buhera's residents.
