- The contribution of Disability Revolving Loan to enhancing the livelihoods of persons with disabilities at Chitungwiza District was evaluated by the researcher. The goals were to examine legislative frameworks in improving the livelihoods of persons with disabilities, to assess the effectiveness of Disability Revolving Loan (DRL) in improving their social and living conditions as well as to recommend strategies for improving design, implementation and reach of Disability Revolving loans for greater livelihood enhancement. The study utilized the phenomenological research design. Purposive sampling was employed to select 3 key informants and 8 participants who have accessed the Disability Revolving loans at the Department of Social Development, Chitungwiza. While key informant interviews were employed to collect data from key informants using key informant interview guide, in-depth interviews were utilized to collect data from loan beneficiaries using in-depth interview guide as a data collection tool. Data gathered were both analyzed using thematic analysis Awareness and understanding legal frameworks, their effectiveness and recommendations for legal improvements were among the views of participants in understanding frameworks in improving livelihoods of persons with disabilities. The author of the study also discovered the effectiveness of the loans to its beneficiaries in terms of economic, empowerment as well as social empowerment and inclusion. Social and economic challenges, weak monitoring and evaluating frameworks were among the challenges faced. Enhancing awareness and accessibility, streamlining loan application process, providing ongoing support and training, implementing loan specialist, practicability of legal frameworks as well as early disbursement of funds were among strategies for improving design, reach and effectiveness of loans. Streamlining the documentation requirements, establishing a coalition between NGOs, government entities and community organizations to support persons with disabilities education on their right and the DRL program as well as specialized training on financial literacy and entrepreneurship have been advocated.
