Abstract

This dissertation studies the assessment of youth employment policies efficacy among the educated youths in Harare Province, Zimbabwe through the lens of Human Capital Theory. Thereby use of qualitative approach, this study includes semi-structured interviews with the Ministry of Youth Empowerment, Development & Vocational Training two graduate trainees and fall over to in-depth interviews with the youths including female and males whom both among the educated ones, as they had to explore the effectiveness of youth employment policies and how they are connected and contributes to the causes of unemployment such as curriculum mismatch & lack of industrial based education system, poor implementation of macroeconomic policies by the government. According to the study, youth reviewed the effects of these youth employment policies along youths behavioral and character changes due to poor implementation of macroeconomic policies by the government, lack of representation on decision making. However, the study also pin-points the youth empowerment agendas in addressing the youth’s problems in empowering the effectiveness of youth employment policies which definitely aligns with the Human Capital Theory by ordering participatory, ecological solutions. This study contributes to a wide range debate on effectiveness of youth employment policies and addresses the agendas been undertaken these youth problems in obtaining improvement on youth employment policies thereby the government participation on this context.
