Abstract

This study investigates the intricate relationship between public procurement corruption and the state of service delivery within municipal authorities focusing on the Harare City Council. The research aims to achieve two primary objectives: first, to assess the current state of essential services, specifically waste management, water supply, and road infrastructure, within the municipality. Second, to determine the relationship between public procurement corruption and council service delivery. Using a mixed method approach, the study found that the service delivery at Harare City Council is generally poor across critical sectors such as water supply, waste management, and road network. The study further indicates that an increase in public procurement corruption leads to a decline in the quality of municipal services. The study recommends Harare City Council to improve its service delivery across critical sectors such as water supply, waste management, and road network. The study further recommends the City Council to reduce public procurement corruption as a strategy to improve service delivery. The City Council can achieve this through the provision of adequate training and capacity-building initiatives to officials in the procurement Department on ethical practices and modern procurement techniques. The city council can also achieve this by maximizing transparency in all procurement proceedings. This can be done through publishing tender advertisements, bidding documents, bid opening reports and contract awards
