Abstract

Procurement challenges, worldwide have attracted much attention from academicians, scholars and researchers due to poor procurement performance resulting from failure to adhere to proper tendering procedures and practices. The aim of the current study is to determine the efficiency of tendering procedures in public procurement performance, with an emphasis on the public organizations in Zimbabwe. Research objectives include an assessment of the extent to which supplier selection procedures, supplier relationship management, procurement planning and automation of tendering process contribute to the overall procurement performance. The research will be carried out at the Harare City Council through the use of the qualitative research method. The researcher will use simple random sampling in choosing the study sample with the aim of having a representative population. Interviews will be used in the process of collecting data and the data will be represented in thematic maps, diagrams and narratives. The findings from the study will give insights into the effectiveness of tendering procedures in public procurement performance and the areas where improvement is needed. The results of the research will be beneficial to procurement regulatory bodies, guiding the amendments of the Public Procurement and Disposal of Public Assets Act to enhance procurement performance. In studying the impact of tendering procedures on procurement performance, the research will provide a detailed understanding of the possibilities and challenges in public procurement, which would ultimately result in improved service delivery and accountability in Zimbabwean public institutions.
