Abstract

This study investigated the impact of electronic government procurement (e-GP) in curbing corruption in public sector procurement in Zimbabwe using Harare city council as the case study. The objectives of the study were to analyse the roles of e-GP in reducing procurement corruption at Harare city council, to assess the effectiveness of e-GP in in reducing procurement corruption at Harare city council and to determine the extent of e-GP in reducing procurement corruption at the Harare city council. A mixed method of data collection was used to collect the data where a sample of sixty (60) employees were purposively selected .the data was quantitatively analysed using SPSS(version 22.1).the study found out that, e-GP can increase access to information, improve efficiency and accountability on procurement processes with the potential to curb corruption in public sector procurement. Despite the existence of the above named benefits, e-GP is prone to challenges like inadequacy of technical infrastructure, lack of transparency and rule of law, fragmented implementation, and entrenched resistance to accountability reforms. The study emphasizes several key recommendations for enhancing e-GP systems, namely, building capacity through all-inclusive training programs for all staff using e-GP, mandatory employment of e-GP, respecting the constitution and the laws of the country hence arresting perpetrators of corruption in public sector procurement and lastly ensuring that public procurement processes fosters a culture of transparency, accountability and competition following the “best value for money principle”. The study recommends further research, on e-government procurement practices evolution in Zimbabwe and also further studies in enhancing effectiveness of e-GP in Zimbabwe’s public sector procurement systems.
