Abstract

This study investigates the role of supplier development on procurement performance within the Judicial Service Commission (JSC). The research problem arose from challenges faced by JSC, including long lead times and poor quality of goods and services from suppliers, despite existing contractual agreements. The objective of the study was to examine supplier management practices on procurement performance at JSC, a study of the Judicial Service Commission. The research adopted a descriptive survey design, utilizing a quantitative research methodology. The study targeted a total population of 100 participants across different organizational levels: Senior Management (40), Middle Management (25), Operations (20), and the Procurement Committee (15). A structured questionnaire was used as the primary data collection instrument, with data analyzed through statistical methods to ensure objectivity and reliability. Descriptive statistics were used in this study to summarize and organize the data, providing a clear overview of the sample characteristics and key variables. Measures such as mean, standard deviation, frequency, and percentage were employed to describe the distribution and central tendencies of the collected data. Findings revealed that supplier management practices positively influenced procurement performance, particularly through improved financial outcomes and enhanced supplier relationships. The study recommends that JSC prioritize supplier relationship management to achieve higher performance levels. Furthermore, the Commission should develop and implement clear policies on supplier segmentation and establish formal supplier development programs. These initiatives are critical for improving organizational performance and fostering collaborative relationships with key suppliers.
