- Abstract
- The allocation of council stands in many local governments including Masvingo Rural District Council often relies on manual systems. This study explored the challenges inherent in such systems focusing on data management, process inefficiencies and issues related to transparency and accountability. The researcher used constructivism philosophy which emphasizes the understanding of how individuals and groups construct their own understanding and meaning of the world based on their experiences and interaction. The researcher used a case study research design which allows for a detailed in-depth exploration of a single case, the stand allocation system at Masvingo Rural District Council. Primary and secondary data both supported research instruments of this study. Additionally, the lack of a centralized system hinders effective communication and coordination among council departments and stakeholders. These issues are compounded by potential security risks such as fraud and data breaches and the system’s difficulty in adapting to changes and scaling demand. Need for transitioning to digital solutions to enhance efficiency, transparency and service delivery in council stands allocation. However, several recommendations were put forward. It has been recommended that future studies should examine the feasibility and effects of shifting from manual to digital stand allocation systems in Masvingo Rural District. Further research could investigate existing land allocation policies in Zimbabwe to identify gaps and inconsistencies that may impact local councils' performance.
