Abstract
This study explored the factors that causing low pass rate in chemistry at O-level. The study aimed to identify the factors that causes low pass rate in O- Level chemistry examinations in rural areas, as perceived by both teachers and learners. The research addressing the problems and sub problems involved in literature review and conceptualizing chemistry educators, learner's and the teaching and learning resources. The empirical investigation was done using questionnaires to gather data from teachers and learners in rural secondary schools. The findings linked to theliterature review, revealed the causes of low pass rate in chemistry as learner's and teachers’ attitude, teaching and learning resources and teachers’ qualifications and experience. Based on
the findings recommendations were made for chemistry educators and the government to design programs to inculcate in teachers and learner's the competencies necessary to perform effectively
in chemistry
