- Abstract

The investigation of procurement performance in local authorities was the aim of the study, which used Mazowe Rural District Council as a case study. The study's objective was to evaluate how the use of competitive supplier selection, a widely used adopted method in local authorities affects various aspects of procurement performance, including the procurement budget, quality and the effectiveness and efficiency of procurement performance. The study made use of purposive sampling with a sample size of 12 and utilized questionnaires to collect data. Pie charts and bar graphs were utilized to show and analyze the findings. The study concluded that relying solely on a single method (competitive supplier selection) may not always be optimal for local authorities. It can potentially compromise quality and lead to collusion between suppliers and procurement officers. However, the research also found that the use of competitive supplier selection had a positive impact on procurement budget. In light of the results, the study suggested that local authorities should foster a culture of continuous improvement in procurement practices and utilizing a diverse range of procurement methods rather than solely relying on one method.
