This study examines the connection between organisational performance in the City of Harare and human resource planning (HRP). Assessing the scope of HRP practices, looking at how they affect employee performance, identifying obstacles to HRP effectiveness, and analysing the contribution of communication and employee involvement to HR results were the main goals. Data was gathered from a sample of employees in different departments within the City of Harare utilising standardised questionnaires as part of a quantitative research strategy. According to the report, although HRP is acknowledged as being significant, its use varies and is not fully integrated into the organization's strategic framework. Employee performance has been demonstrated to be positively impacted by effective HRP, especially in areas like work satisfaction, performance reviews, and training. Effective HRP was shown to be significantly hampered by issues such a lack of funding, political meddling, and poor internal communication. To improve HRP outcomes, the report suggests investing in training, encouraging open communication, and coordinating HR planning with organisational strategy. In the end, increasing organisational performance and worker productivity in the City of Harare requires better HR planning.
