The key purpose of this study was to analyse human capital management on employee engagement at Chitungwiza Municipality. The municipality is facing difficulties in sustaining effective service delivery in vital sectors such water and sanitation, road maintenance, refuse collection, housing infrastructure and delivery. Human Capital Management (HCM) implementation at Chitungwiza Municipality entails the adoption of various techniques and faces numerous challenges. Challenges such as low wage rates, lack of proper communication mechanism performance evaluation systems, career development opportunities, and recognition programs. These challenges have led to employee dissatisfaction, poor customer service, risk occurrences, absent seem and high labor turnover. The primary objectives of this study were to assess the impact of HCM on employee engagement at Chitungwiza Municipality, to establish the forms of HCM practices at Chitungwiza Municipality, to examine the relationship between HCM practices and employee engagement at Chitungwiza Municipality and to determine challenges of HCM on employee engagement. The study encountered participates, data period and literature delimitations. The study of the literature was done using three theories namely the social exchange theory, job characteristic theory and the expectancy theory. In pursuing this study, the researcher used a qualitative case-study approach with the Chitungwiza Municipality and used semi structured interviews as data collection method. A sample size of 24 individuals was used and purposive and convenience sampling were adopted as sampling methods. The researcher also took note of ethical considerations such as confidentiality, informed consent, integrity and establishing trustworthiness. The data were arranged in categories denoting the major aspects of the state of affairs interrogated which then culminated into the writing of the research report. In writing the study, direct quotes were used to capture what the participants themselves articulated. The potent research findings illustrated the findings under objectives. While this study provided valuable insights into the impact of HCM on employee engagement at Chitungwiza Municipality, there are areas that warrant further investigation. Areas on the long-term effects of HCM practices on employee engagement and the role of technology and digital transformation in shaping HCM practices and their impact on employee engagement.
