Occupational Health and Safety (OHS) laws compliance is crucial in Harare City Council (HCC), given its higher accident rates. This study assessed OHS compliance levels across the departments, how the departments influence the level of compliance, and challenges faced by HCC. A descriptive cross-sectional study was conducted using a systematic literature review and a compliance tool. Results showed a fair compliance level across the departments, with an average score of 66.6%. The compliance mean scores for the Department of Works and Human Capital did not significantly influence compliance levels whilst the department of Chamber Secretary influence the compliance level. Key challenges included insufficient resources, irregular training, weak enforcement, cultural barriers, and poor communication.
